throttle number of twitter posts per hour

i use leech, flickrrippr and other module to pull content from elsewhere.
this result in heaps of node creation on one cron run - and thus floods my poor twitter friends with every node.

Attached here is a patch, that adds a throttle of max num twitter posts per hour. - so my friends hate me less.
