Preinstall Drupal with every Hosting Account

There are a number of ways to do that. The simplest I can think of is to create a settings.php file for every hosting account.

We can give you better ideas if you provide more information about your server. Which OS are you using? Do you have root access to the server? What interface do you use to manage hosting accounts?

Everything Internet

Install...

I keep a copy of Drupal (including any modules I regularly use on sites) inside my cpanel3-skel directory. Then everytime I create a new account, it automatically copies all these files into the new site.

The only part I haven't figured out yet is how to make it automatically do the database creation and install.

Doing that part manually only takes a minute or two, though.
