UPDATE: Title was set wrong, it ought to say "...despite user LACKING points"

I tested my website signup mechanism and, going to my email account to check my password, I immediately got a second email, as follows:

"Rob, Congratulations! You have met the minimum required points for
joining a new role. As a new member of this role, you now join a select few
in having access to more areas and privileges on the web site. Role: adm1
Points Required: 10000 We extend our warmest welcome."

At this point "Rob" had been only assigned 40 points, effectively 9960 points short of being able to claim "Adm1" status.

Under my userpoints settings, I checked and indeed the 10000 point limit was set properly.

UPDATE: Today, I signed up again, and this time, the second email did not appear initially as the points score was at 0 -- but the moment I went back in and performed a function that added points, in this case 92 points, the second email appeared YET AGAIN, making the declaration. Going into Users, the user "testaccount" HAD BEEN automatically promoted to "Adm1" as well.

Has this happened to anyone else? Anyone know what might be going on? I am surprised I have not seen this issue listed here under the Issues area. I was unable to find a rule or something else that might be set wrong, thus I presume this is a bug.
