Implement the condition verification before executing the handler.

I've implemented the condition verification before executing the 'rewrite' handler.

Works perfect with situation where we prepare several sources to import those to single multi value destination (by its 'rewrite' handler).

At this time only 'If not Empty' condition is implemented.

It could be very useful if a common approach would be found.
