Is drupal a good solution for this?

I need to design a simple message board. Not a forum, but a place where users can post messages and others can comment below them.

Apart from this, all I need is a main page where after login members can see a list of all message titles, can click on them and open them.

Users need to approved by admin.

That's it.

If someone can give me pointers on how to get this going, I will be grateful.

Sounds like you'd create a content type, such as perhaps 'Board Post', enable comments on them, and then have them displayed by a view.

Yes, you can do that using Drupal in very easy way.

As per your requirement you can use Blog Module (available in Drupal 7 core) for this.

Absolutely Drupal is a best solution.
