Group vocab is vocabulary related to a group... group specific

You mean a module? This module is specifically for the taxonomy module in core. Supporting other modules would require coming up with logic that makes sense for their context, as well as their form structure. Patches to support other modules are welcome if they can be implemented cleanly.
