Need a Theme designed

We are creating a web site for a Buddhist Monastery in the Los Angeles area. We have the Drupal system already setup. We can have alot of the HTML+images (photos/buttons, etc.) done but need help creating a theme and setting up 2-3 page layouts.

The site we want to mimic is this one:
http://www.namgyal.org/about/

Mainly these elements...
1.) The vertical navigation of this site where there are the main items and when the user clicks on the main item, it reveals a sub-set within that box.

2.) The other thing would be 2-3 different layouts depending on the content on that page.

3.) Fixed width with the page floating in the center of the browser.
