when i edit this action
i do not see any countyr or town
i cannot submit it because the action status fields becomes ghost with no value in it

Confirmed.

It happens when the language for the content (under multilingual options) is set to something other than English. (And this occurs automatically when the form page is visited while the site is browsed in another language.

This is strange because while English is the default language it is also a custom English, not Drupal core's, so not really a first among equals.

Worst case: disable multilingual capabilities for this content type for launch, but I should be able to track down this bug (since I almost certainly introduced it when reordering the combined action / action space form).
