Add support for sites who cannot install a PHP extension [#1944086]

By not hardcoding the paths to the SmartIRC code we can support those users who do not have permissions to add a PHP extension...

Works as expected, and it a very important patch for those of use with servers where we can't rely on PEAR packages.
