When the quotes modules is configured to allow anonymous users to post quotes, the submission form would never appear. I believe this is due to a cut&paste remnant. Attached is the change i had to make to allow anonymous users to post quotes.

This was not an editing mistake. I purposely did not allow anonymous users to submit or maintain quotes. In the 4.7 version, however, anonymous users can create, import, and/or maintain quotes like other users.
