Under a specific set of circumstances the "Convert video on save" field setting will not cause the video to be converted on save. Here are the specifics of the case:

  1. The user has the "convert on submission" permission
  2. The "Video convert on node submit" setting at /admin/config/media/video is set to True
  3. Do NOT click the "Upload" button when adding the video when creating the node. Just select the video file, but don't click the "Upload" button.

If you have this setup, the video will not be converted on save.

Have you tried 7.x-2.x-dev? I think this was fixed as part of #1917242: Previously converted video is lost after updating node with "Bypass auto conversion".

You can reference to some guides about convtering video ,such as convetering avi video to mp4, it`s easy to understand and works pretty well for me. And the conversion quality is nice.
