I am reporting http://drupal.org/node/1169582 to moderators because:

I added Panels 7.x-3.3.tar.gz on Drupal 7.21 (which is perfectly running on my localhost - xammp win32 1.8.1-vc9)

Panels is shown correctly in the "Modules" section. Chaos tools is enabled. When I try to activate Panels the following message appears: "Fatal error: Maximum execution time of 30 seconds exceeded in C:\xampp\htdocs\drupal\includes\file.inc on line 2038"

After this, the "Modules" section shows Panel in status "activated" (box checked). At the same time the "Structure" section doesn't show Panels at all.

I repeated the operation many times always obtaining the same result.
This is the firs time I try to use this module and hope that someone can help me to understand the reason of this malfunctioning.

Please note I am not a programmer.
