You can check out the job at elance although I don't have to necessarily go through them.
----------------------------------
We are looking to hire a Drupal expert to help DESIGN and CONFIGURE a new user-friendly baseball blog/website. The two main inspirations for the site design and usability are Bugs & Cranks (http://www.bugsandcranks.com) in terms of design and SB Nation (for example: http://www.athleticsnation.com/) in terms of user-friendliness.
We already have a rabid fan-base with 500 to 3000 unique visitors a day and are looking to customize our very own site.
We need to find someone with experience in Drupal and CSS styling to take an existing template (or create their own) and modify it to fit our needs. The template should definitely be a three column layout with a fluid width middle column. Examples of previous work would be appreciated.
A detailed breakdown is attached and we would like the work completed in 2-3 weeks with at least 2 (if not more) opportunities to view the progress and make additional notes or revisions. I'm somewhat familiar with Drupal and modules so a description of an installation profile and what modules and add-ons would be appreciated with your bid. Our budget limit is $500.

Insufficient Budget
With due respect, the budget is insufficient for most Drupal developers. The budget has to stimulate the commitment necessary for the developer to really do a good job on your site.
Here is a discussion that could explain my opinion on this as shared by others http://www.blueflavor.com/blog/tips_tricks/pricing_a_project.php
