How to order form elements for add/edit node ?

How can i arrange form elements for my needs ?

How to display for visitors i do know.
But what about the add/edit mode ?

For example i would like the submit button also on top of the form,
or maybe even floating in a div.

I searched a lot here on Drupal, but i can't find the point to start.
