I am soon to finish a nice, clean sub-sasson theme for an inner website which wont be online.
I will be happy to bring it for download in Drupal for people to use.

I was wondering what are the steps to do now?
- Get here some review on the code?
- What is the best way to "wrap" it as a ready to use package?

That's great!
Well, creating a project is easy - http://drupal.org/node/1068942
About code quality, we can do it in the new project issue queue, don't wait for it to be "perfect", just release it and let the community give you feedback.
About "wrapping" it, nothing special to do here, just make sure you have all your default settings set up in your .info file (including your 'base theme' value), you can check out the other sub-themes (Plato & Full On) for an example.
