It's impossible to access at this page in Drupal 6 Beta 3.
This behaviour is intended or is it a mistake?
How I can modify the comment settings in Drupal 6?

Bug reports should be filed in the D6 issue query as Drupal 6 is only supposed to be used for testing and fixing of bugs.

Comment Settings are now Per Node Type, so you can access them in admin/content/types/%nodetype%.
