New js files in 4.3 [#1950068]

These files were added to CiviCRM 4.3. Need a patch that adds them to jquery/plugins...

changed the relative path in the patch so it can be applied in the jquery section of the .make

The issues have been resolved with whitelisting JQuery Notify and Validate...

As a result, the only file left in this patch is JQuery Redirect. Can't find the source of that library, so leaving it in the patch.
