Added to core at #1878344: Add CKEditor JS library to core, updated at #1905424: Update CKEditor library and at #1937484: Update CKEditor library to 4.1 RC and remove CKEditor default style configuration, we should now update it again. It fixes several bugs: alignment being when using custom alignment classes (needed for #1907418: Make CKEditor's alignment + underline buttons available (but not enabled by default)), it allows for a code reduction in #1894644: Unidirectional editor configuration -> filter settings syncing and has a few general bugfixes.
Zero changes to CKEditor's build-config.js and to PHP this time.

webchickOk, this time I did check the diff more carefully, but it indeed looks like the only changes we're making here are to misc/ckeditor.js and friends, with a tiny update of ckeditor.module's hook_library_info().
Marking RTBC in case anyone else wants to give it a more fine-toothed review, but barring objections, I'll most likely commit this a little later today to keep things moving.
