Reaction not at all in line with settings

I have 4 context's set up, seeing if a taxonomy term is selected, then setting a particular menu item to active. 2 work just fine, but the other 2 are failing.

I've set the condition to the one specific taxonomy term, and the reaction I've selected the corresponding menu item. When I look at a post that's failing, it's setting 2 menu items to active (both failing taxonomy terms). I've deleted them, disabled them, recreated them, any thus far it's still failing.

I've tried adding the node types, but that doesn't change the output. I'm not sure why 2 work just fine, and the other 2 are failing so badly.
