Would it be possible to code this module so that a user can only add blocks for an organic group he or she owns? It would be nice to be able to give people greater flexibility of the appearance over their groups without empowering them to make changes site-wide or to other people's groups.

I am going to release an official release of OG Block Visibility today . I'll then begin working on this feature next week for a subsequent release.
