As soon as I install this module, just above my comment form on a node page is a checkbox saying: 'Send subscriptions notifications '
with the description: 'Subscriptions notifications are not sent for unpublished comments, except to users who have the administer comments permission, and you can even suppress the latter here.'

This stays here even if in the subscriptions settings I block that content type. Its also visible even when the user has no permission to subscribe to any content.

Im not even sure what this option is suposed to be for but im pretty sure this is a bug.

This option appears only if you have the 'administer comments' permission.

Users with the 'subscribe to all content types' (an administrative permission) can subscribe to all content types, even to blocked ones. Thus blocked or not is irrelevant.

Whether the user himself can subscribe or not is irrelevant — this is about sending or not sending a notification to the users how are allowed to subscribe and have subscribed.
