The schedule granularity resolution is only by the hour. I need shows that can start not on the hour, e.g. 15mins or 30 mins past.

it already does that, you just need to change the setting: admin/settings/station/schedule

p.s. if it didn't already do that, it'd be properly categorized as a feature request not a bug ;)
