Issue Summary
Right now the disclaimers are shown every time - that is often an overkill.
Your sister module http://drupal.org/project/legal, while lacking your breadth, does keep track of the whether a user has seen the disclaimer, and only shows it if the answer is "no" or if there have been changes to the disclaimer.
Maybe you should consider merging the two modules..?

Good point.
I think that showing the disclaimer every time, or only if the user hasn't seen it should be optional. Depending on the use case, sometimes you want the user to agree every time they post, and sometimes only once.
