Move away from separate sass files for breakpoints and use sass mixins

The separate files that Adaptive Theme implements create too much separation in styles. There are ways that a separate stylesheet can be generated for IE8 and under from the same files used for other browsers. This will make the styles easier to maintain and flexible.
