The humans.txt is part of the standard Foundation 4 installation. It would be ideal to include it within the STARTER theme folder, so editors can add credits and other information.

Here is a patch I made that will include the Humans.txt file that is provided by Zurb's Foundation 4.

Don't really feel any need for it. We provide a lot of attribution on the drupal project page. Thanks for the patch though.
