Move module from 'system' to 'services' in Admin UI (& add configure link on modules page)

I know that Drupal 7's administration menu isn't organized any any sensible order to start with, but instinct tells me that the config for this module should live under "Web services" instead of "System".

Attached patch also adds a link to the settings page from the modules page.
