Hi

How can I grant access to a user other than that with UID 1 when in offline mode. I want to see how the system will look like for an enduser without taking the website online as it is still in development.

There is no such function to allow other users access, all I see is an online offline button or am i missing something.

You have to go to /admin/user/access
and then set permission "administer site configuration" for the specific role.

Can be a daunting experience lol!

You need to access the site via

http://www.yourdomainname/admin/settings/site-maintenance/?q=user

You can then log on as admin.
