I would like to have both select list and free tagging on my blogs. So a user would first see a select list:

New York
Boston
Washington
Chicago

and then, if his/her blog post wasn't relevent to any of those, have the chance to add own:

Or, alternatively, add your own tag here: ___________

It seems the taxonomy module only allows for free tagging OR select list, not a combination.

The module Suggested Terms should solve all your problems.
