I think there's no direct connection between selecting and creating node types. (maybe user can choose from type A or B and should be able to create from B or C...)
So actually the best might be list with all the bundles in both 'Allow users to add existing nodes' and 'Entity selection mode'. They are not related at all.

dave reidI would disagree. There allowed bundles should be the same regardless if you are creating or selecting an existing entity. The only argument I could see is that you would want to make the set of bundles that a user can create *more restrictive* than the bundles that can be referenced.

We already have different permissions used (the bundle selection for add requires "create", referencing requires "view" permissions).

This situation covers what you are talking about.
I can imagine a situation where user can select from A and can create B. Why not? World is open.
Originally the first situation didn't work for me: a made the nodes list with a view and user couldnt select from them. It's a bug and I created an issue for that ... Once that bug is solved I'm fine. Just I think someone will need it for sure...
