Would be very useful for compatibility with a vast majority of other contributed modules for MongoDB Block to support the block_load() function or provide a helper function to support the functionality generated by Drupal Core's block module

No answer in 5 years, 7.x is a legacy branch for which no new code is being developed, and the block component has been unmaintained since mid-2014, so marking won't fix.
