I have set Event: Before saving content - it it does not fire at all. Have used rules debugging.
But the strange thing in here is that excatly same rule exactly same site on different server - and Event: Before saving content does fire.

So in one server it does not work and in another server it does. What could cause this?

This has been a known bug/behavior for a long time. See #1299368: Before Saving Content Reaction Rules not Firing I am still seeing it too - the same rule works on some sites, on others it stops firing.
