I built my site with Drupal 7.19 on Godaddy where I had a lot of issues. Their automatic updates would make my site inaccessible so each time I had to roll back the updates. They also had a lot of server errors as well. I migrated my entire site (database and files) to another hosting provider but the issue I am having is that I don't know how to update my version. The instructions on this page http://drupal.org/node/1839652 aren't clear enough for a novice.
I need clear step by step instructions on which files to delete and which to upload to my site. I am totally scared of messing this up.

Most of the info is in Drupal
Most of the info is in Drupal UPGRADE.txt that comes with Drupal download. Link you are looking for is not applicable to you as you are updating on 7 not going from 6 to 7.
Try this http://api.drupal.org/api/drupal/UPGRADE.txt/7
If you are on 7.19 you need to go to 7.22 read this section: MINOR VERSION UPDATES
* Make sure to make backup of everything before you start.
