Something I think would be awesome would be to have a "reverse throttle" function that would display rather than hide something when the site is under a load. I was thinking, say I had Forums and whatnot set to throttle... it would be super cool to be able to create a block with a message that says something like "If you are seeing this it means that this website is under a heavy load. Normally we would have such wonderful features as a community forum, yada yada yada. If you find the basic idea of this site to be worthwhile, come back and see us again sometime when we're not so busy!" or whateva.
