Create a Group form issues

We need to remove the Group Roles and Permissions field - or do a better job at explaining why one would override. At present, nobody would know why they would choose one over the other.

The design calls for ancillary form data (topics, visibity, revisions, etc) to be at the right of the form. Right now, only topics is there. We need to either bring topics over into the main form, or bring visibity into the sidebar. I prefer the later.
