Allow to pass $bypass_cache in nodequeue_load_queue_by_name()

It would be nice to be able to pass $bypass_cache to nodequeue_load_queues() in nodequeue_load_queue_by_name().

I need this for Features Extra, I need to be able to retrieve a fresh copy of a nodequeue to be able to detect if a nodequeue is overridden after reverting a feature.
