Hi
1.I clicked on the Config > Panelizer
2.Made the layout change to the teaser layout using Panelizer
3.Saved changes
4.Add a new content

The layout changes we're not applied
to the new content only the one I changed

How do I apply my layout changes I made with Panelizer
to all of my content type teasers?

If you did it from Config > Panelizer, then it should be for every node of that type. However, I'm confuse by "only the one I changed" since you don't pick a particular node from config > panelizer.

If you changed it from a particular node, then it is only for that node. You have to use the UI at admin > config > panelizer.
