The right-aligned absolute positioning of operations dropbuttons doesn't work with overlays and is probably completely unnecessary.
Enclosed small patch removes two lines of CSS.

I see this issue in 7.x-1.3. I agree that the absolute positioning is the culprit. Is there a reason this button is absolute positioned?

The 6 year old patch in #4 to export-ui-list.css still applies cleanly to the latest ctools 7.x-1.x-dev, but still needs to be officially reviewed and tested by the community.

Applied patch css/export-ui-list.css cleanly.
