Using Panels 7-2.x-3.3, under "Page Wizards", the option "Node template" is missing and therefore unable to change or edit the node template.
Additionally, none of the options under the "Manage pages" allows me to edit the node template.

Anyone have any suggestions?

The node template wizard was buggy and was removed. You can change the node templates by going to the node_view template. For a far superior experience than the node template wizard offered, you could try the panelizer module instead.
