Views panes - pager disappear when nothing selected

Hi.

I have set custom page with path.

One of contextual filter is content_field_date (not creation date etc. date connected with the content type :) ).I'm not using this contextual filter with panels context anyway.
When no value in url is set, its providing current date. Granularity is set for a week.
When there is in choosen week any content created, everything is fine, but when it comes to "empty" week - nothing is showed up - even the pager, that should be avaiable.

Is there a setting that i missed, or someone can help me to fix this case?
I looked in previous issues, but ddin't found anything directly connected with my case.
