Password Field Hidden on One-Time Login when Password Tab Enabled

I enabled password tab. However, when a user registers and clicks login, the password has no fields, but only a save button.

I tried enabling “force password change on first-time login.” That enabled the password field, but also required to enter the current password, which obviously there is none.
