Finish "user can moderate" filter

This issue was brought up for 7.x-1.x. Below is a patch for 7.x-1.3.

There is a big difference between moderating content based on the "state" vs "transition". Smaller editor teams may not see the benefit in one over the other but as the team grows, as well as roles and content types, the more specific the filter needs to be. You can read more here.

Please comment on the code / results of the filter. I believe the name of this filter should change. I am curious to know if anyone has an opinion on if "draft to draft" should be part of this filter?
