Possibility to decline a suggestion

In my experience with the Dutch translations it would be very convenient to have a way to delete a suggestion.

Two situation I ran into that require a delete option are:
* Empty or partial suggestions. Sometimes users enter empty suggestions or enter the suggestion before it is completed.
* Suggestions imported by uploading po-files as suggestion may contain (wrong) suggestion for existing correct translations.
Both of the above suggestions clutter up the list of suggestions. We use a workflow with a group of translators with only suggestion rights and a few proof-readers who have rights for translation and the rights to approve suggestions. The proof-readers go through the list of suggestions to approve, but the above type of suggestions make this task more difficult.

In the user interface it could be a button next to 'approve suggestion' and 'edit suggestion'.
