I have set up a content type and associated a publication cost with it. However, I don't want the admin to pay to add content, only authenticated users. Is their a way to configure paypal node by role?

There is no per-role control at present. It's a good idea.

For now, you could activate the promo code system and give site admins a 100% discount promo code to bypass payments with paypal.
