I updated to 1.3 and ran the db update for this (Update ctools object cache to a blob data type.)

Now a few of my panels show WSOD when trying to edit them. No errors in the log. If I revert back to my 1.2 version, the panel admin screens then load without throwing a WSOD. Seems like an issue with the 1.3 update.

Anyone else experiencing this?

Also, I did not have to run a corresponding db update when reverting back to 1.2 version. Will this cause any issues?
