Also this was filed as a bug report, but you're asking for new functionality, so isn't it a feature request?

The tweet button is not for following someone's account but for making tweets from the visitor's account about the content of the website, and it tracks individual nodes and how many times they've been tweeted. That seems outside of the scope of the Follow module, which is for linking to site/site user social media accounts, not posting to visitor accounts. You might want to use Share or ShareThis or an equivalent instead.
