I've got some custom panel pages being used as landing pages, home pages, etc. I'm using panelizer to allow users to create content pages, panelize them, and be able to add content and re-arrange content using the IPE (this all actually built on top of panopoly).

I don't see a permission setting that will allow users to edit the panelized pages, but not allow editing the actual panel page. I'd like to restrict users from editing my "custom panel pages".

I don't think it's a duplicate.

At this time Panelizer relies on having permission to edit the underlying content in order to allow edit the panelizer settings for that content. So there isn't a way to do that, unfortunately.
