The attached patch:
(a) resolves mismatch in permission text (see https://drupal.org/node/1972390 )
(b) adds new moderation permission to allow site content editors to moderate permissions without having full administration access,
(c) redefines menu item type so a tab appears under admin/content,
(d) redefines menu item type so a link appears under admin/config,
(e) removes some tabs, improves punctuation in some comments.

Hi Jonathan,

Thanks for the patch - the menu changes make a lot of sense. Just one thing - I have applied the patch to my dev copy of the module and the "List reviews" tab list the site content, rather than the reviews. I am not going to have time for a few days to look at it - do you see the same behaviour? If you do and get time to fix it before me I'll apply the patch and make a new release.
