Support unpublishing when there is an active forward revision

As a follow up to #1972272: Add ability to unpublish node when there is a forward revision., Workbench Workflows should support and going to an "unpublished" state that will also take down the published node. Currently the only way to actually unpublish a node is to move the published revision back to draft, which doesn't work if there's a different active revision.
