When using 7.x-2.x-dev and 7.x-2.2 with TinyMCE 3.5.8, in Drupal 7.22 and above. Images that inserted using the image button and then scaled used the height and width fields or click and drag method while edit mode. IGNORE the inputed height and width data and display at the their original size in ALL BROWSERS TEST ( IE 8 and above, Chrome 27, firefox 16.0.2) once saved and/or published. While in edit mode the image height/width IS honored. Please advise what other data you would need to troubleshoot.

Have you checked if any filters active on the text format you are using removes the height/width or style attributes on the img tags during rendering? Since you say images are still shown at the correct scaled size when editing the field again, I'd suspect that is the problem.
