I would like my front page to include various "what's new" type stories with links to the main content. Each time I add a story it adds it to the front page with it's own title which is great. However I would like an overall title for the front page as a whole so it looks like this
What's New <<<<
story 3 title <<<< story 3 content
story 3 title <<<< story 2 content
story 1 title <<<< story 1 content
Can this be done and if so - how?

Views or panels
You could use the views or panels modules. I would recommend Views, it can do incredible things. Just look it up here: http://drupal.org/project/views

Yes it will
You can change the frontpage to whatever you want. If you don't want a list of items you just have to select an other page as a frontpage. You don't even need views for that.
You can change it at administer >> site configuration >> site information.
